I think I know what you mean, my primary school had something similar which were flat & octaganal in shape, with a slot cut into each side half way along.
The Early Learning Centre used to be a good place for things like this, though I've not been into one for ages.

Sounds a bit like Play Plax, inventred by Patrick Rylands and popular in the '60s and '70s. They were made by Trendon Toys or Galt toys. They weren't flower shaped, though, so maybe it's something else...

You are referring to Diddly Boppers. They were plastic, red, white, yellow, green, and blue, interlocking flowers which came in a flower power type, drawstring bag. I still have some of them in a box upstairs. The bag was probably lost years ago. I have googled them and found no information about them.
